Structure and Functions
The Sydney Cricket and Sports Ground Trust is constituted by the Sydney Cricket and Sports Ground Act 1978 and is charged with the care, control and management of the scheduled lands dedicated for public recreation.
The Trust may allow the scheduled lands or any part thereof to be used by persons, clubs, associations, leagues or unions at such times and on such terms and conditions as the Trust may see fit and proper for cricket, football, athletics, public amusement or any other purpose which the minister may approve.
The Trust may carry out works for the improvement, development and maintenance of the Trust lands including redesigning areas, the construction of any building or structure on the Trust lands, and provision of stands and other accommodation for spectators frequenting the Trust lands.
Under Section 5 (2), the Sydney Cricket and Sports Ground Trust shall have and may exercise and perform the functions conferred or imposed on it by or under the Act and shall in the exercise or performance of its functions, be subject to the control and direction of the Minister for Sport and Recreation.
The Trust, through its charter, manages and operates sporting arenas, namely the Sydney Cricket Ground and Allianz Stadium.
In 1994, the Sports Legislation (Amendment) Act amended the Sydney Cricket and Sports Ground Act, enabling the Trust, with the approval of the Minister for Sport and Recreation, to manage and to carry out work on any sporting facility on land, not being Trust lands. The passing of this legislation enabled the Trust to manage and operate sporting facilities outside the Sydney Cricket Ground and Allianz Stadium.
The Trust consists of 15 Trustees, 13 of whom are appointed by the Governor and two of whom are elected by members that hold either Gold Membership or SCG Membership.
Each trustee is appointed for a term of up to four years.
Trust meeting are held monthly and committee meetings re held on a quarterly basis.
The Chief Executive Officer is the most senior employee of the Trust. Six general Managers report to the CEO, and are responsible for departments including Corporate Services, Commercial, Events and Operations, Properties, Membership & Marketing and Major Projects.
The Trust includes an organisation chart in every annual report.
Effect of functions on members of the public
The Trust makes decisions about the sales of memberships to the public, entitlements of members and the subscription costs associated with memberships.
The Trust develops hospitality packages for events and offers them for public sale, and sometime does so when acting as an agent on behalf of hirers.
Public patrons are able to purchase tickets for events at the venue or through a ticket agency.
All patrons that attend events at the Trust's venues must behave in accordance with Trust By-Laws. All patrons will be influenced by management decisions relating to customer service, crowd safety, catering and cleaning.
Public participation in policy development
Anyone is able to make submissions to the Trust in writing by mail (GPO Box 150, Sydney NSW 2001), fax (02 9360 1319) or e-mail (reception @scgt.nsw.gov.au).
The Trust maintains a complaints register and uses this information to identify trends and address issues that arises.
Regular surveys are conducted to gauge the satisfaction of patrons, encompassing members, hospitality clients and the general public.
Annual focus groups are conducted to encourage members to contribute to the Trust's decision-making processes.

How do applicants make valid formal access applications?
A valid formal application for access to information must:
- Be in writing
- State that it is made under the Government Information (Public Access) Act 2009 (NSW)
- Save an Australian postal address for return correspondence
- Provide enough details to help the agency identify the information applicant wants and enclose the application fee of $30.
What are the costs for formal access applications?
The formal access application fee is $30, however applicants may be entitled to a 50 percent reduction of processing charges on financial hardship grounds, or if the information requested is of special benefit to the public gene rally.
If the Trust decides to provide the applicant with access to the information, the applicant may be asked to pay a further processing charge. Processing costs $30 per hour and covers the time needed to deal efficiently, with the application.
The trust may ask an applicant to pay up to 50 per cent of the expected processing charge in advance. This request must be in writing and the applicant must be given at least four weeks to pay.
If applicants seek access to their own personal information, the first 20 hours of processing time are free of charge.
How long does a formal access application take?
The Trust will notify applicants of the decision on an application within 20 working days, unless the applicant agrees to extend the time.
The Trust may also extend the time by 10-15 days where consultation with a third party is required or if it needs to retrieve records from archives.
If access is deferred by the Trust then the Trust will notify the applicant and include the reason for deferral and the date on which the applicant will be given access. A decision to defer access is reviewable (review rights).
If the trust does not decide the applicant's access application within 20 days, it is considered "refused". The application fee will be refunded and the applicant may seek internal or external review (review rights) of this refusal.
This will not apply if an extension of time has been arranged or payment of an advance deposit is pending.
What are review options and the time limits?
Applicants have three options if they have been refused access to information:
1. Internal review
Applicants can apply to there Trust for an internal review. This is review by someone more senior that the original decision maker and there is a $40 fee. Applicants have 20 working days from receiving notice of a decision to ask for an internal review.
2. Review by the Information Commissioner
If an applicant is not satisfied with the internal review, or does not want one, they can ask for a review by the information Commissioner. Applicants have eight weeks from being notified of a decision to ask for this review.
3. Review by the Administrative Decisions Tribunal
If an applicant is not satisfied with the decision of the Information Commissioner or the internal reviewer or if they do not want to take these options they can apply to the Administrative Appeals Tribunal (ADT). If the applicant has already had a review by the information Commissioner they have four weeks from notification of the decision to make this application. If they haven't had a review by the information commissioner they have eight weeks from notification of the decision to make this application.
